This Chatham House meeting is chaired by Laurel Rapp from the US and North America programme. Also on the panel are: Peter Trubowitz, Elliott Abrams and Dr. Mira Rapp-Hooper.

This is the inaugural lecture of the US at 250 series.
Shouldd US foreign policy focus ona world view or should it be more isolationsit?
President George Washington was the first isolationist when he chose neutrality between the British-French war. Jefferson echoed thisapproach. President Wilson tried putting the League of Nations into practice. This led to a period of isolationsim when fascism was on the rise in Europe and the US chose not to interven until the attack on Pearl Harbour.
The questions today are what are the US’ role in the world? What are the new camps in the schools of foreign poiicy that will define the next generation?
The internationalism vs isolationism is a bit fake as it is an illusion as these terms were never discussed. The meaning of the terms have changed over the past 250 years. Pacifism is what internationalism was. FDR expanded it to include free trade.
Americans were focussed on taking advantage on the great continent before them but he had to make sure nothing screwed up. Washington understood this. America was like China’s rise during the period of post beluum twentieth century. The nation’s capabilities both military and economic allowed America to expand. McKinley built a coalition of the North East against South. A coalition North and South against the West by offering the world international stability.
It is about using American power for what. Trmp voters were asked ‘do you think that America should remain the stronegst country?’ 80-90% said yes. Trump voters are not isolationsit. They like American power. President Trump doesn’t like ot use American power to advance American ideas. You see this is the way he hadnles Zelenskyy and Putin. America has alliances with primarily democracies. The presidency of Donald Trump cannt be emulated after he leaves office.
The transition away from the post Cold War period would have happened anyway and could have taken place at a slower pace. The United States is abandonning the leadership of the international order that has enabled America to become so strong in the first place. Elections in 2028 are not likely to focus on foreign policy.
There is quite a large amount of room for pragmatists to redefine internationalism with elements of restraint. Is there a pendulum swing of it coming back to the center or is there a new American foreign policy? What are the new paradigms we should be watching for? What are the costs of supernationalism? There is a concern about these costs. Trump has tapped intot his anxiety. He has over-crrected and over-reached. They are not fans of unilateral display of military force. The war in Iran is not very popular in the US. The platofrm of liberal internationalism from post war up until 2008 when under Biden there was a move towards an unfettered version of trade and international co-operation. One commitment that America has stood to for 80 years: ‘No country or group of countries wil be able to dominate the Eurasian land mass.’ Trust has been broken and that is where we are internationally. DOemstic policies haveto reassure America’s allies internationally.
Presdient Obama said hwe needed to becareful about support for the Iranian protesters in 2009. But he also said he had made a mistake. People who are struggling for freedom need all the friends they can have.
How can structure of international relations be constructed with a volatile America? How can a new era of co-operation begin where internatonal organizations not have the same mandate?
Is America set up to contest the European Union as a rival? A future relationship maay not have as hard edges, in particular if the next President is democratic. Trump set out trade in his first term. There is likely to be more of an agreement between the two blocks and much depends on China. The US has a remarkable capacity to reinvent itself.
How can Nicolas Maduro’s removal encourage people to deal with America in foreign policy? What happened in Panama in 2009 there was a similar situation with Manuel Noriega. He was not the hed of state and Nicolas Maduro was also a usurper. All other leaders have a relationship with the Uniteed States. Should other people be worried – yes and this is good as these people are criminals.
Is Trump going to be the last Emperor of the American Empire Is now the beginning of the end of the American Empire?
The United STates remains geopolitically strong globally. How effective wil the nearest peer rivals be in contesting American supremacy? Xi Jinping has not been as effective in filling the US vacuum. America can very much return to the world once it solves its domestic policy.
This has been a vigorous debate and it is clear that in the modern era a lot of questions are being touted with regard to internationalism vs isolationsim in modern American foreign policy.
